 Job description

Objectives Of The Programme WHO Indonesia Country Office works closely with the MOH of Indonesia and other partners under the WHO Country Cooperation Strategy, supporting the country efforts for achieving the national health goals. WHO provides technical guidance and supports the formulation, implementation and evaluation of national health policies, strategies and plans. Indonesia is an emergency prone country and experienced in the past decade several major health emergencies due to disease outbreaks and natural disasters, such as tsunamis, volcanic eruptions, floods and earthquakes. The overall goal of WHO’s Health Security and Emergencies (HSE) Programme at country level is to minimize the health consequences of emergencies due to any biological, natural, technological or societal hazard with an all-hazards approach comprising risk reduction, preparedness, readiness, response and early recovery activities. Collective and sound health emergency and disaster risk management is essential to health security, to sustainable development and to building the resilience of communities, the country and health system. The objectives of the WHO HSE programme support at country level are oriented to enhance the country capacity for preparedness and risk assessment, management and response, with an all-hazards approach, community resilience and medical and psychosocial support in disaster, especially in high-risk areas, both at the national and local levels. WHO is the lead technical agency in health emergencies, and leader of the Health Cluster in humanitarian emergencies and outbreaks. WHO helps organizing the humanitarian health response and revitalizing the capacity of the health sector to rebuild and recover from emergencies as appropriate and in sustainable ways. As such, the programme also is responsible to strengthening WHO country office capacity in managing acute and protracted emergencies and to engaging in relevant partnerships and inter-agency processes. Technical Duties Description of duties:

  • Provide Overall technical and operational guidance to enhance country’s capacities at national and subnational levels in all hazards emergency preparedness, risk reduction, emergency response and recovery and will supervise areas related to Global Health Security Agenda (IHR, Food safety, etc) and the WHO country team working under Category 5.
  • Assist in National Health System Emergency and disaster preparedness, planning, risk assessment and reduction, risk and emergency management with emphasis on all hazards approach, by facilitating adequate planning and training of national human resources and Enhancing the capacities of the rapid response and medical, and trauma teams during emergencies and disasters (mass gatherings included)
  • Facilitate adaptation, dissemination and implementation of national emergency guidelines, tools, strategies and workplans in the context of decentralized health and administrative systems.
  • Work closely with the Ministry of Health and in the context of Family Health Initiative and PHC to Strengthen and document communities’ resilience and engagement in Health emergency preparedness and response;
  • Collaborate with relevant ministries and other stakeholders to undertake gap analyses in all emergency related areas of work and support Health System capacity building efforts in these gap areas to ensure that country priorities are fulfilled; always ensure the participation of the WHO country office in the joint risk assessment process of any suspected or actual emergency event.
  • Provide timely assistance for the overall coordination, preparedness and planning, information collection, evaluation for effective WHO country office leadership, operational and strategic management in the emergency or disaster events .
  • Assess and reassess the health emergency situation, determine strategies, set objectives appropriate to the level of the required response; prioritizing filling health service delivery gaps, develop an operational planning cycle to reach health sector performance standards ensuring fulfillment of WHO’s critical functions..
  • Manage the operational and technical components with WR, WHO/Headquarters and the Regional Office, by establishing clear lines of communications, ensure proper documentation of any incident, including the provision of situation reports and action plans and estimation of needed resources.
  • Oversee the monitoring and evaluation of the emergency operations, take corrective actions as necessary ensuring synergies and smooth functioning between the operational and technical components of all actors. Managerial Duties
  • Facilitate the development of the WHO emergency preparedness and operational plans, outlining the activities and resources (staffing, equipment, funding) required for WHO to perform its role as the lead technical agency in health emergencies, and more specifically as the leader of the Health Cluster in humanitarian emergencies and outbreaks.
  • Determine WHO emergency or disaster response team staffing needs, ensure proper deployment arrangements and the mobilization of the required human resources.
  • Provide leadership, motivation, guidance, and performance management of country staff and international as well as national experts, build dynamic and efficient teams to bolster WHO’s emergency management and in disaster operations, take concrete measures to ensure the safety and well-being of all WHO responders.
  • Ensure technical quality and relevance of contractual engagements with partners and institutions and Contribute to evaluating the impact of WHO’s collaboration with Indonesia (aggregated and area specific) and to developing evaluation tools;
  • Monitor the implementation of WHO’s HSE programme, projects and grants, ensuring that implementation, expenditure and reporting are consistent with plans and projects. Analyze risks for implementation and bring them to the attention of the responsible officers.   • Support relevant intersectoral and int eragency collaboration and coordination, national and international partnerships by building external relations, representing WHO and its positions in negotiations in relevant inter–agency and international fora involved with country response to Health emergencies.
  • Assist WR in external relationships, representation, communication and advocacy work of the WCO aimed at improving national preparedness and emergency response programmes’ transparency and accountability;
  • Advise WR on managing sensitive issues arising from emergency events and on the release of related information, communications, advocacy products and statements to internal and external partners as well as to the public and work closely with the WHO communication officers to develop relevant policy briefs, public messages and public guidance as needed.
  • Document good country practices and initiatives and their application at the national and sub-national levels and Provide information to/briefing of senior and elected officials as required.
  • Perform any other related activities, assigned by the WHO Representative Essential REQUIRED QUALIFICATIONS
  • At least 10 years’ related experience, including considerable experience in an international context, in emergency management and operations, with proven experience in incident management systems;
  • The above should include substantial experience (3-5 years) in leadership positions, capacity building and their implementation; Experience in developing and promoting collaborative partnerships and/or experience in developing countries and substantial experience in efficient human and financial resource management. Desirable Relevant work experience in outbreaks and natural disasters/ health emergency management and related strategy development with WHO and/or UN agencies; experience working in relevant non-governmental or humanitarian organizations. 8 Tips untuk Lulusan Baru dalam Mencari Pekerjaan Keselamatan dan Kesehatan Kerja

Ratusan hingga ribuan lulusan program Keselamatan dan Kesehatan Kerja (K3) dihasilkan setiap tahunnya oleh Perguruan Tinggi Negeri ataupun Perguruan Tinggi Swasta di Seluruh Indonesia. Jumlah ini tentunya menggembirakan karena memang Indonesia masih membutuhkan banyak K3 mengingat tingkat kecelakaan kerja di Indonesia yang masih tinggi.

Namun, di sisi lain, lulusan yang begitu banyak ini harus bersaing satu sama lain untuk mendapatkan lapangan pekerjaan yang sudah diisi oleh para seniornya. Belum lagi dalam dunia K3, mereka tak hanya bersaing dengan lulusan K3 saja tapi juga bersaing dengan lulusan teknik, medik, bahkan sastra untuk mendapatkan pekerjaan di dunia K3.

Berikut adalah tips untuk para lulusan baru (fresh graduate) dalam mencari pekerjaan di dunia K3:

  • Menjadi excellence di kehidupan akademik dan sosial

Meraih indeks prestasi yang tinggi ketika kuliah adalah hal yang bagus namun kehidupan kuliah tidaklah seperti kehidupan SMA yang hanya fokus kepada hasil akhir di rapot. Saat kuliah, kita bisa menjadi lebih luar biasa dengan mengikuti berbagai kompetisi, konferensi atau penulisan jurnal untuk menambah wawasan kita. Kita juga dituntut agar bisa bermanfaat kepada lingkungan sekitar dengan berbagai macam kegiatan organisasi.

Prestasi di luar akademik di atas akan menjadikan kita memiliki banyak soft skill yang tidak pernah diajarkan di kehidupan intra akademik. Prestasi-prestasi tersebut juga akan memperkaya Curriculum Vitae kita. Selain itu, tabungan-tabungan kebaikan dalam berbagai macam aktivitas kita di luar akademik juga akan menjadi pembuka jalan kita untuk mencari penghasilan yang baik.

  • Pekerjaan dimulai saat magang bukan saat lulus

Biasanya, mahasiswa akan diminta magang oleh kampus pada saat semester-semester akhir. Beberapa mahasiswa lebih memilih masa magang yang singkat daripada masa magang yang panjang karena ingin cepat kembali ke keluarga atau ingin segera mengerjakan skripsi.

Magang yang singkat memang di satu sisi memiliki keuntungan seperti di atas, namun magang yang singkat juga membuat kita kehilangan banyak kesempatan untuk menerapkan ilmu yang telah kita dapatkan di bangku kuliah ataupun mendapatkan ilmu baru dari proses magang.

Selain itu, sebagai fresh graduate, hal yang pasti ditanyak oleh pewawancara kerja adalah “berapa lama dan di mana Anda magang?”. Di saat pertanyaan itu diajukan, jawaban yang diharapkan adalah masa yang lebih lama untuk magang dan perusahaan yang representatif sebagai tempat kita magang.

  • Sertifikasi harus sesuai dengan kompetensi

Sertifikasi bagi fresh graduate di bidang K3 memang menjadi sebuah problem. Hal ini dikarenakan banyak lowongan kerja di K3 yang mempersyaratkan Ahli K3 Umum sementara untuk menjadi Ahli K3 Umum harus memiliki pengalaman 2 tahun sesuai dengan amanah UU 1 1970.

Seharusnya, sertifikasi Ahli K3 Umum ini menjadi kewajiban perusahaan bukan kewajiban profesional K3. Perusahaan idaman untuk menjadi tempat kerja adalah perusahaan yang lebih mementingkan kompetensi daripada sertifikasi. Hal ini penting karena beberapa orang yang memiliki sertifikasi di dunia K3 namun masih kesulitan untuk membedakan Bahaya dan Resiko ataupun membuat Job Safety Analysis.

Jika Anda memutuskan untuk memiliki sertifikasi, pastikan kompetensi yang ada miliki sudah sesuai dengan apa yang menjadi ekspektasi kita, penyelenggara pelatihan ataupun pemberi kerja. Ingatlah bahwa tanggung jawab kita sangat berat untuk memastikan orang lain selamat.

  • Membaca banyak referensi keilmuan

Kadang, salah satu penyakit dari lulusan K3 dari perguruan tinggi adalah rasa sombong dan menganggap ilmu yang dia kuasai sudah cukup untuk membuat tempat kerja selamat. Ini adalah sebuah pendapat yang keliru karena ilmu yang kita dapatkan di bangku kuliah sangatlah sedikit.

Di tempat kerja masih banyak ilmu yang didapatkan. Selain itu, referensi-referensi lain baik itu buku, artikel, jurnal di bidang K3 juga sangat banyak dan mudah diakses di internet, milist atau grup komunitas K3. Kita hanya memerlukan rasa ingin tahu yang tinggi dan kemampuan Bahasa Inggris untuk dapat memahami lebih banyak referensi K3.

Semakin banyak kita membaca referensi di K3, maka kita akan merasa semakin bodoh. Artinya, kita akan merasa bahwa ilmu yang kita dapatkan masih terlalu sedikit dan akan mencari tambahan ilmu yang lain. Ilmu-ilmu ini kelak akan sangat berguna untuk kita menciptakan tempat kerja yang lebih selamat.

  • Melamar ke banyak perusahaan

Saat ini sudah banyak sarana untuk mencari lowongan. Kita bisa mendapatkan lowongan pekerjaan K3 terbaru di milist, jobstreet, linkedin ataupun dengan sarana lain. Sarana-sarana ini memudahkan kita untuk mengirim lamaran sebanyak-banyaknya.

Namun, banyaknya sarana ini kadang tidak disertai dengan kecerdasan kita dalam melamar kerja. Beberapa orang mengirim lamaran kerjanya hanya dengan melampirkan curriculum vitae saja di email tanpa adanya surat pengantar di body email. Beberapa orang lebih parah lagi ada yang hanya mengetik “interested” di Linkedin.

  • Fluent knowledge and experience in  IMO standard of SHE and K3LH regulations.
  • Having knowledge and exposure for ISO 9001, OHSAS 18001 implementation.
  • Knowledge and experiences in ISM Code regulation and  implementation.

    • Assist in the development, planning and implementation of country safety program:

  2. May arrange for extra protection for key employees

III.      Develops and implements security procedures for physical premises

    • Support Regional Safety on overarching safety management plans for country:
  1. May work with regional product and/or functional teams on safety projects, affecting the App or business processes

III.      Oversee employment and quality of third-party training vendors

  1. Monitoring of pool of drivers below minimum star ratings
  2. Monitoring and action on drivers with safety risk flags

III.      Audits registration and sales processes to ensure proper documentation and communication of Code of Conduct to driver partners

    • Assists in country safety/quality accreditation premising on industry best practices and recommendations from certification bodies
    • Supports country marketing efforts to increase safety perception of brand:
  1. May need to generate write-ups of safety initiatives and events for media coverage
  2. May need to co-organise safety campaigns/events with country marketing team
    • Be a passionate road safety advocate to both users and drivers during safety campaigns
    • During P1/P2 incidents, will be assigned as on-ground company spokesperson to media/ regulators/ injured parties (as needed)
    • Supports the assistant safety manager with inputs for budgetary requirements for country’s safety needs
    • Helps with quotation reviews and drafts purchase requirements
    • Helps to monitor safety expenses to ensure budget is not overdrawn
    • Supervises contractual help to ensure the efficient operation of the function
    • Conduct regular training for employees to strengthen internal incident response capabilities and crisis resiliency
    • Develops and oversees company training programs for employees in areas such as compliance training, hazard handling, emergency response, industrial hygiene, and life safety
